Inner City REZ


The Inner City REZ committee was formed in 2007 by Mayor Dan Kemp. The group's 12 members, appointed by the Mayor, designed a program of work that focuses on four initiatives:

  • Clean and safe neighborhoods
  • Housing stock revitalization
  • Economic infrastructure
  • Economic opportunities

A number of neighborhood associations have been established for which the city has designated operating funds that can be used to add streetlights, repair sidewalks or make minor home repairs. Funds can also be used to demolish dilapidated structures within designated areas.

Model block concepts have been designed for four neighborhoods, which propose streetscape and landscape recommendations. The aim is that as these block are redesigned, the momentum for higher standards will spread throughout each neighborhood.

The committee is also creating a land bank, accumulating abandoned or blighted properties that would be renovated or redeveloped.

Presently, the committee is working diligently to prepare attainable and reasonable architectural standards to accompany an incentive plan for downtown development, specifically to incent the restoration of existing buildings and properties in the downtown district.

The committee hopes to present its proposal to the Hopkinsville City Council in the fall of 2008.
